Nikandr Chibisov

Colonel General Nikandr Yevlampyevich Chibisov (Russian: Никандр Евлампиевич Чибисов) (November 5 (O.S. October 24), 1892, stanitsa Romanovskaya, today's Rostov Oblast — September 20, 1959, Minsk) was a Soviet military commander and Hero of the Soviet Union (1943).
